In Kosovo, by the constitution, there are two types of elections. General Elections which are held to choose the representatives in national level and local elections, for our representatives at the local level.

The general elections are governed by the Law no. 03/l-073 on General elections in the Republic of Kosovo. Kosovo’s Assembly has in total 120 seats, which include the Speaker of the Assembly and the five deputy Speakers. Elections for the Assembly of Kosovo shall take place on a Sunday every four (4) years. Elections may not be held earlier than sixty (60) days and shall be held no later than thirty (30) days before the end of the mandate.

The Assembly of Kosovo shall be elected for a mandate of four (4) years, starting from the day of the constitutive session, which shall be held within thirty (30) days from the official announcement of the election results.

Constitution of Kosovo give to Parties, coalitions, citizens’ initiatives and independent candidates having declared themselves representing the other Communities shall have the total number of seats won through the open election, with a minimum number of seats in the Assembly guaranteed as follows: the Roma community, one (1) seat; the Ashkali community, one (1) seat; the Egyptian community, one (1) seat; and one (1) additional seat will be awarded to either the Roma, the Ashkali or the Egyptian community with the highest overall votes; the Bosnian community, three (3) seats; the Turkish community, two (2) seats; and the Gorani community, one (1) seat if the number of seats won by each community is less than the number guaranteed.

Early General Elections

Upon dissolution of the Assembly of Kosovo, early elections shall be called by the President no later than ten (10) days after the dissolution. Early elections may not be held earlier than thirty (30) days and no later than forty-five (45) days after the dissolution. Early elections shall be regulated by the same laws and CEC rules as other elections, except that CEC may change time frames as needed in accordance with the circumstances.

In local elections, you vote for two main institutions: for the Mayor and for the members of the Municipal Assembly. Municipal Assembly is the highest representative body of the municipality and shall be directly elected by the citizens in accordance with the Law on Local Elections.

Elections for the institutions of local self-government shall take place on a Sunday every four (4) years. Elections cannot be held earlier than sixty (60) days before the expiry of the mandate or later than thirty (30) days after the expiry of the mandate.

According to the competencies of the President of Kosovo defined by the Constitution, the decision of the President to set the date of elections is made not later than four (4) months nor earlier than six (6) months before the date of the elections.

The number of members in the Municipal Assembly of a Municipality shall be proportional, dependant upon the number of citizens in the Municipality.

a) if a Municipality has up to 10.000 citizens, the Assembly for that Municipality shall consist of 15 members;

b) if a Municipality has from 10.001 to 20.000 citizens, the Assembly for that Municipality shall consist of 19 members;

c) if a Municipality has from 20.001 to 30.000 citizens, the Assembly for that Municipality shall consist of 21 members; 

d) if a Municipality has from 30.001 to 50.000 citizens, the Assembly for that Municipality shall consist of 27 members;

e) if a Municipality has from 50.001 to 70.000 citizens, the Assembly for that Municipality shall consist of 31 members;

f) if a Municipality has from 70.001 to 100.000 citizens, the Assembly for that Municipality shall consist of 35 members;

g) if a Municipality has more than 100.000 citizens, the Assembly for that Municipality shall consist of 41 members.

h) The municipal assembly of the Prishtinë/Pristina shall consist of 51 members.

–    Early local elections

Following the dissolution of the Municipal Assembly or dismissal of the Mayor, if there is no complaint filed within five (5) days in the Constitutional Court, early local elections shall be announced by the President of Kosovo. Upon dissolution of the Municipal Assembly, early elections shall be announced no later than ten (10) days after the dissolution. Early elections may not be held earlier than thirty (30) days and no later than forty-five (45) days after the dissolution. Early elections shall be governed by the same laws and CEC rules as other elections, except that CEC may change time frames as needed in accordance with the circumstances.

The new Mayor or the Municipal Assembly will have the mandate only for the left period of the previous mandate, not a full four (4) year one.
